Instead of giving us more certificates for BR24 and BR25 Sam decided to give us uniform upgrades. It's been stated that we might not have to wear a helmet once we reach BR24 and that the uniforms will become almost all black at BR25. But I don't believe they have 100% decided what the upgrades will be.

I don't think they ever intended for us to be able to pick what our 4th implant would be. Pretty sure they were just going to make 3rd person and implant and give it to everyone and you wouldn't be able to switch it out for anything else. I'm not sure though, but I am glad they scrapped that god awful idea.
