Officers said a plastic bag containing a tan, cake-like substance was found in the possession of a man contacted May 20 for loitering at North and Railway streets, an area known for narcotics activity. Tony A. Fisher, 27, Catherine Street, Holly Hill, was charged with possession of cocaine. Bond was set at $1,500.
