Okay, this sounded a lot better before the bases being able to rearm air/vehicles without a DSC facility link, but here goes.
Holding Air Towers is a very strategic move in Planetside. The value of being able to rearm/repair quickly and, more importantly, relatively close to the current battle is really what makes air power such a strong force. What I propose is to give the same type of strategic purpose to the Gun and Watch Towers. Not by letting them repair air vehicles, but by giving them other advantages.
First, the Gun Tower would recieve two extra Phalanx Wall Turrets. Possibly on small raised concrete stands at ground level. Also, a Vehicle Repair/Rearm station that functions independently of a DSC facility link would be placed against one of the walls. Why give it both turrets and a repair station? Because air vehicles are much faster and can get to a far away air tower, repair/rearm, and get back to the battle without harrasment. Ground vehicles would need a defensive position close to the battle where they could repair/rearm and then return to the battle promptly.
Second, Watch Towers would recieve a kind of "radar" ability similar to the Mosquito, but it would cover a much wider area, revealing enemy locations on each player's proximity map. This radar would also have the benefit of revealing enemy units that are inside the base's radar field to all friendly troops on their continental map. This would enable Watch Towers to act as a listening post, or early warning system, that would locate enemy movements and allow friendly troops to intercept them in the field.
